Start the Sanctuary Quest
Although it is tempting to just fly off and explore as soon as you’re let out into the wasteland, you should initiate the base-building aspects of the game. Fallout 4 doesn't telegraph you towards this, but you should do the first quest and head to Concord. From here, you can join up with the Minutemen and the settlers in Sanctuary. Once you’ve done this, you’ll find that one of the settlers will give you the quest to rebuild Sanctuary.
Loot Everything
To build up Sanctuary, you’re going to need materials. Lots of materials. Luckily you're able to scrap just about anything you can find for materials.
We would recommend that you loot pretty much anything you find, then drop them to your settlement using the Pip-Boy. From here, you can go into the Workshop menu and scrap them for materials. This will give you a huge boost, because as you explore, you’re able to accrue scrap at a higher rate and don’t have to go to certain non-playable characters just for one specific kind of salvage.
Charisma is Key
When you get into the meat of the base-building, you’ll find that you’ll eventually have settlers in each of your Sanctuaries. However the number of settlers is tied to two things: how many Sanctuary Workshops you have and your charisma stat. Initially, you’re limited to 11 settlers, but if you reach 6 Charisma, you can assign a local leader to the Sanctuary, who will then raise happiness and unlock more options for your settlement.

Get Grounded
To build some items in your settlement from your workshop, you might need power. To do this you’ll need to place a generator somewhere on the settlement, and route power by placing a line and using conduits. It’s a complex process but the benefits are incredibly useful, especially if you have several generators on a single settlement as constructions such as Radio Towers can be used to then gather more settlers into your Sanctuary.
Protect your home
Settlements aren’t exactly safe in the wasteland. Occasionally raiders can come around and attack your base. If you have secure power lines, you’re able to deter them with turrets and traps. However, we would also recommend that you strategically build walls along the perimeter of your sanctuary as this can help control how the raiders come into the base. For example, you can build a wall with a small opening into your base, but if you put traps and turrets around that small opening, you’re able to both funnel the enemies to a manageable rate and also mow them down incredibly easily.
