Official DOTA 2 Tournament Rulebook

1. General Information
1.1 Scope of Application
These rules apply to all players, teams, coaches, and staff participating in official Dota 2 tournaments organized by RedBull.
1.2 Game Version
All matches are played on the latest official version of Dota 2 on PC. The use of any unofficial modifications is prohibited.
1.3 Language
The official language of the tournament is Arabic. All communication, appeals, and reports must be in Arabic unless otherwise specified.
1.4 Draw & Schedule
Qualifiers will be held in person at 4 different Network gaming centers (locations to be announced), from June 26–29, 2025.
Finals will be held in person at THE ARC, King Hussein Business Park, from July 3–4, 2025.
One team from each gaming center will qualify (total of 4 teams), and a new draw will be held for the finals.
1.5 Communication
All participants must join the tournament's official Discord server.
All inquiries will be handled through this server.
1.6 Restrictions
Teams must remain unchanged throughout the tournament.
No registration will be accepted after the deadline.
If any player withdraws, the team may be considered disqualified.
Coaches/managers are not allowed to play under any circumstances.
Players/teams may only register at one gaming center.
1.7 Match Times
Match times are set by the organizers.
Rescheduling is only allowed with admin approval, regardless of the reason.
Teams must confirm attendance before each match; delays may lead to disqualification.
2. Team & Player Participation Requirements
2.1 General Requirements
Open to residents of Jordan only.
Players must have a valid Steam account (not banned).
Players must compete using their main personal Steam account; using another player’s account is prohibited.
2.2 Age
Players must be at least 18 years old at the start of the tournament. Exceptions may be allowed with organizer and guardian approval.
2.3 Team Composition
Teams must have 5 main players, with 1 substitute max.
Substitutions are allowed only between maps or in emergencies with admin approval.
2.4 Coaches & Managers
Each team may register one coach or manager.
Coaches may only communicate during pauses or between matches/maps.
3. Match Format
3.1 Tournament Format
Single Elimination bracket
Qualifiers & semifinals: Best of 1 (BO1)
Finals: Best of 3 (BO3)
3.2 Game Settings
Game Mode: Captains Mode
Server: Closest with best ping
Pick Priority: As outlined below
Cheats: Disabled
Fill empty slots: Disabled
Dota TV delay: 5 minutes
All-chat: Enabled
Game version: Tournament version
Streaming & spectating: Enabled
Observers and casters must set 6 min delay in-game + 4 min streaming software delay
Spectators: Enabled only for casters/observers
Coaches: Not allowed in-game
4. Match Procedures
Each team is allowed:
2 technical pauses per match
Max 10 minutes total for BO1
Max 20 minutes total for BO3
During any pause, players must remain in the play area unless authorized to leave. Tactical discussions are allowed only among team members. Communication with coaches or outsiders is forbidden and penalized.
Types of Pauses:
A. Referee Pause
Officials may pause at any time at their discretion.
B. Team Timeout
Allowed for:
Disconnection
Hardware/software failure
Physical obstruction (e.g. broken chair)
The referee decides whether the pause is granted. If the issue can't be resolved in time, the affected team must continue.
If the match has not reached GoR (Game of Record), the referee may allow a remake with the same draft and team composition (except for the affected player).
If no substitute is available, the team forfeits the match.
C. Illegal Pause
Pausing without valid reason, resuming without permission, or refusing to resume after an official pause leads to a warning, escalating upon repeat violations.
Coach communication is only allowed:
Before/after matches
During hero draft phase
Violations lead to escalating penalties.
Selection Priority
In Single Elimination, selection priority is determined as follows:
A coin toss is held before each match under official supervision.
Winner chooses either:
Draft priority (first or second pick), OR
Side (Radiant/Dire)
The other team gets the remaining choice.
In a BO3:
Game 1: Coin toss, winner chooses.
Game 2: The other team gets the choice.
Game 3: Priority decided by:
Loser of Game 2
Alternating pattern
New coin toss (organizers decide)
In BO1, priority is decided only before the match as above.
5. Conduct & Discipline
5.1 Player Behavior
Aggression, hate speech, racism, religious insults, or unsportsmanlike conduct are strictly forbidden.
Cheating, match-fixing, or any harmful actions toward players, staff, or the tournament will result in immediate disqualification.
5.2 Exploits
Using any game or platform bugs is banned. Intentional exploitation results in loss or disqualification.
5.3 Live Stream Watching
Players may not watch live streams during their matches. Public streams must have a 120–180 second delay.
6. Equipment & Settings
6.1 Permitted Equipment
Players may use their own keyboard, mouse, headset, and mousepad.
Organizers are not responsible for providing or repairing personal gear.
Monitors will be provided by organizers for LAN matches.
6.2 Settings
Players may customize brightness, resolution, and crosshair.
Scripts/macros are strictly prohibited.
7. Penalties
Offenses escalate after repeated violations:
2 Warnings = Match loss
2 Match losses = Disqualification

Disqualification from the tournament for repeated or extreme violations.
8. Broadcasting & Media (for team games)
8.1 Live Streaming
Players may stream with at least 3 minutes delay and only after receiving official approval.
All broadcast rights belong to the organizers; unauthorized streams are not allowed.
8.2 Media Coverage
Teams may be asked to participate in photo sessions or interviews.
9. Administration & Arbitration
Referees and admins have full authority in all matters.
In unexpected cases or disputes not covered by these rules, the official dispute committee will make the final decision.
Rules may be modified by admins to ensure fairness, without justification.
Objections must be raised during the match by the team captain. Post-match protests are only allowed in exceptional cases as determined by referees.
Players registered in multiple tournaments are responsible for scheduling conflicts.
Participation in the tournament implies acceptance of all rules.
10. Objections
Objections must be submitted within 15 minutes after the match ends.
Only team captains or coaches may submit objections.
Protests must be made during the match unless approved by a referee afterward.

Partners
